IfOtohime didn't help him, then Fishman Island probably would have been destroyed to an admiral appearing. I doubt that they would hesitate to kill and loot Fishman island if they discovered a Celestial Dragon was stranded there and just died. Even then,her naivety payed off as you'll see later.
